Out of Control reminds me an episode from the 1994 Robocop TV Series were homeless people started disappearing and basically they were used as experiments and although this one doesn't go that far as a whole? It was still kinda similar to an extend. Plus once again John Wesley Shipp proves that he is easily the best Barry Allen and Flash to date and the special effects are just outstanding for a 1990 CBS TV Show. Definitely check it out. (A+)
